BACKGROUND:

The City has critical structural transportation infrastructure nearing the end of its design life including, but not limited to, bridges and retaining walls. Additionally, as the City continues to develop, there may be a need for new structures to be constructed.   In order to ensure that this infrastructure continues to provide a safe and traversable community, improvements are necessary. The City does not have sufficient staff or technical personnel to conduct inspections, preliminary and design engineering services for structural projects; therefore, assistance is needed from qualified engineering firms.

 

In February 2019, the TED Business Group issued RFQ 19-023 seeking to select a shortlist of qualified and experienced consulting firms to provide preliminary and design engineering services for capital improvement projects (CIP) to construct, maintain, and/or improve bridges, retaining walls and other such structures. The shortlist of vendors resulting from this request for qualifications will be used on an as needed basis as structural projects arise.  The City also retains the right to use the services of a successful consultant for future phases of a specific project.

Proposals were received from the following firms:

 

                     Ciorba Group, Inc.                                                                                    ESI Consultants                     

                     Civiltech Engineering, Inc.                                                               Farnsworth Group

                     Crawford, Murphy and Tilly                                                               TranSystems

                     Engineering Resource Associates                     

                     

A selection committee consisting of City staff from the TED Business Group and the Department of Public Works reviewed the proposals.  Proposals were scored based on the following criteria:

 

                     Capability and Qualifications of the Offeror (35%)

                     Suitability and Quality of the Approach (30%)

                     Milestones and Deliverables (20%)

                     Outcomes to be achieved (15%)

 

After review and scoring of the proposals, the selection committee invited the top four firms to attend interviews to confirm their experience and qualifications, including: Ciorba Group, Inc., Civiltech Engineering Inc., Engineering Resource Associates and TranSystems.  Following the interviews, the consultant scores were finalized, and all four interviewed firms were selected for the shortlist.

                                                               

As projects arise during the term of this contract, the shortlisted vendors will be sent Work Orders to respond to.  Vendors will be selected based upon costs, availability, qualifications specific to a particular project and/or their performance on past projects, as applicable.  Individual projects will be awarded by the Chief Procurement Officer, City Manager or City Council per the dollar thresholds outlined in the Procurement Code. 

 

The term of this contract is two years from the date of award, with three one-year options to extend the contract.

 

FISCAL IMPACT:

This award is for the designation of shortlisted firms that will provide engineering services for capital improvement projects (CIP) to construct, maintain, and/or improve bridges, retaining walls and other such structures. There is no direct fiscal impact associated with this award and any fiscal impact sections of future recommendations for specific projects will be completed accordingly during the term of this contract.
