BACKGROUND:
There are currently 15 bridges that are under the jurisdiction of the City of Naperville. The City is obligated to maintain those bridge in a safe and serviceable condition per the requirements of the Federal Highway Administration and the Illinois Department of Transportation. As outlined in the National Bridge Inspection Standards (NBIS), the city is required to have a qualified Bridge Program Manager to oversee all activities associated with our bridges, to perform regular bridge inspections, and to report all activities to IDOT.

This work has historically been performed by an employee who has been working part-time for the City. However, the part-time employee's certifications will be expiring this year, and he has opted to fully retire rather than attend the extensive training required to recertify. Due to rule changes made by the FHWA, all Bridge Program Mangers and bridge inspectors must be experienced and undergo significant training before they will be certified to do the work. The City no longer has the expertise in house and is seeking the services of a qualified consultant.

On May 3, 2023, the City advertised RFQ 23-082 seeking a Bridge Program Manager. The RFQ was provided to the City's pre-approved shortlist of structural engineering consultants. These consultants were initially selected under RFQ 19-023 as approved by City Council on April 16, 2019. The consultants included: Ciorba Group, Inc., Engineering Resources Associates, Civiltech Engineering, Inc., and TranSystems Corporation.
