BACKGROUND:
On January 5, 2016, the City Council adopted Resolution 16-002, executing an Intergovernmental Agreement (IGA) with IDOT for construction of the Washington Street Pedestrian Bridge Improvements at an estimated cost of $1.825 million (Agenda Item I.10). The IGA identified the project as 80 percent federally funded and 20 percent locally funded. Federal funds provided $1.408 million and the City's estimated share was $392,000. An additional non-federal participating estimated cost of $25,000 for the Department of Public Utilities electrical duct bank was also included. The IGA stipulated that the federal share of the cost was capped at $1.408 million and any additional funds required would be the City's responsibility.
On March 4, 2016, IDOT received six responsible bids with the lowest bid at $2.17 million. With the higher than anticipated low bid, the City's share of the project was estimated to be approximately $300,000 more than the amount included in the IGA. On March 15, 2016, City Council authorized staff to notify IDOT to award the Washington Street Pedestrian Bridge Improvement with the higher than anticipated bid amount (Agenda Item O.2).
DISCUSSION:
During construction, two major issues were encountered and required the following additional work to be done.
