BACKGROUND:

On January 5, 2016, the City Council adopted Resolution 16-002, executing an Intergovernmental Agreement (IGA) with IDOT for construction of the Washington Street Pedestrian Bridge Improvements at an estimated cost of $1.825 million (Agenda Item I.10).  The IGA identified the project as 80 percent federally funded and 20 percent locally funded.  Federal funds provided $1.408 million and the City’s estimated share was $392,000.  An additional non-federal participating estimated cost of $25,000 for the Department of Public Utilities electrical duct bank was also included.  The IGA stipulated that the federal share of the cost was capped at $1.408 million and any additional funds required would be the City’s responsibility.

 

On March 4, 2016, IDOT received six responsible bids with the lowest bid at $2.17 million.  With the higher than anticipated low bid, the City’s share of the project was estimated to be approximately $300,000 more than the amount included in the IGA.   On March 15, 2016, City Council authorized staff to notify IDOT to award the Washington Street Pedestrian Bridge Improvement with the higher than anticipated bid amount (Agenda Item O.2).

 

DISCUSSION:

During construction, two major issues were encountered and required the following additional work to be done. A structural sound test of the abutment determined that the areas of severely deteriorated concrete were considerably higher than as originally estimated.  In addition, during the installation of the guardrail posts on the south side of the bridge, existing electric conduits were found to be in conflict and had to be relocated.   

 

Construction was completed in spring 2017.  Pre-final construction quantities and costs have been determined.  Based on this information, an additional $123,000 of TED funds and $37,000 of the Electric Utility’s funds are required (~$160,000 total).  The additional City cost share will be funded from savings on other CIP projects.  Attachment #1 provides a table with summary cost information for the bridge project.

 

 

FISCAL IMPACT:

The Washington Street Pedestrian Bridge Improvements are expensed to the capital improvement accounts listed below.  This project was budgeted in CY2016; however, due to the timing of the project it was completed in spring of 2017.  It was determined that additional funding is needed due to higher than expected bids and construction revisions. The additional City costs will be funded from $187,000 in savings from project SC007 (Wolf’s Crossing Road Improvement Project).
