BACKGROUND:
On January 5, 2016, the City Council adopted Resolution 16-002, executing an Intergovernmental Agreement (IGA) with IDOT for construction of the Washington Street pedestrian bridge improvements at an estimated cost of $1.825 million (Agenda Item I.10). The IGA identified the project as 80 percent federally funded and 20 percent locally funded. Federal funds provided $1.408 million and the City's estimated share was $392,000. The IGA stipulated that the federal share of the cost was capped at $1.408 million and any additional funds required would be the City's responsibility.

The construction plans included an electrical duct bank for the Electric Utility as a non-federal participating cost, which was estimated at $25,000.

In March 2016, the City Council authorized staff to notify IDOT to award the Washington Street Pedestrian Bridge Improvement with the higher than anticipated bid amount (Agenda Item O2).

Construction was completed in spring 2017. Pre-final construction quantities and costs were determined by IDOT and submitted to the City. In September 2017, the City Council authorized adding $160,000 to the project, including $37,000 for the electrical duct bank.

DISCUSSION:
IDOT has submitted the final pay estimate for the Washington Street pedestrian bridge project to the TED Business Group. The pay estimate indicates an additional $41,154.71 is required for the duct bank. The additional cost will be funded from savings on other Electric Utility CIP projects.
