BACKGROUND:
In 2016, the Water Utilities issued RFP 16-339 seeking the services of an engineering firm to survey, evaluate and provide recommendations as well as concept level cost estimates to harden, protect and preserve the long term integrity of the South Central Interceptor Sewer located along the east shoreline of the West Branch of the DuPage River. As part of the RFP, the City has the option to utilize the services of the successful vendor for future phases. Strand Associates (Strand) was awarded the contract for Phase I, which will be completed by May 31, 2017.

DISCUSSION:
Strand performed well in Phase I. Staff recommends the City exercise its right to retain the services of Strand for Phase II of the project. For Phase II, Strand agreed to maintain the same project manager and hourly rates as Phase I.

Phase II of the South Central Interceptor Sewer Project will consist of the following consulting services:

a) Provide field survey, tree inventory and hydraulic modeling services.
b) Perform design analysis for the sewer hardening and streambank stabilization.
c) Prepare and submit permit applications to the various regulatory agencies.
d) Prepare engineering plans and contract documents to bid the construction portion of the project.

Staff recommends retaining Strand Associates for Phase II to maintain project continuity and efficiency. Pending satisfactory completion of Phase 2 design work, staff plans to utilize the same consultant for Phase 3 Construction Services and Multi-year monitoring of the wetland restoration.
