BACKGROUND:
Between 75th Street and Santa Maria Drive, the City owns and maintains a 7,000-foot segment of 36-inch to 42-inch sanitary sewer interceptor pipe along the eastern shore of the West Branch of the DuPage River. Due to proximity of this interceptor to the river, erosion of the shoreline exposed the pipe and threatens the sewer's integrity.

In 2016, City Council began a process of addressing erosion issues to protect the interceptor sewer, awarding Contract 17-129 to Strand Associates for the engineering design phase of the South Central Sewer Hardening and Protection Project. The value of the original contract is $233,320.

DISCUSSION:
Design of the project is 95% complete and currently under review by the County of DuPage, US Army Corps of Engineers, Forest Preserve of DuPage County and Naperville Park District. Related to the review process, several tasks have fallen outside the consultant's approved scope of services outlined in the contract. These unanticipated tasks include:

a) Extensive preparation to submit for funding assistance through the County of DuPage Water Quality Improvement Program.
b) Presentations of the project to governing boards of the Naperville Park District and DuPage County Forest Preserve.
c) Additional meetings with agency staff and further board presentations to guide the project through the permitting process.
d) Additional hydraulic modeling as required by DuPage County review comments. As a note, this level of modeling was not articulated in the pre-application meeting with DuPage County.
