BACKGROUND:

In September 2018, the Water Utilities issued Bid 18-204 to procure large-diameter (1-1/2 inch and larger) water meters for use in new construction and for replacement of existing meters. Naperville currently has approximately 1,800 large-diameter water meters that are sixteen years old or older. The Utility plans to replace these older meters over the next several years and to continue replacements on a rolling basis as the newer meters age into this category.  In addition, Naperville must provide water meters for purchase by developers to service new construction.  The City maintains a stock inventory of meters; replacement meters are purchased on an as needed basis for restocking purposes.

 

Water meters use various types of technology to accurately measure water usage.  It is critical that the metering technology enables measurement of low-flow usage which would otherwise go undetected.  The prevalence of low-flow fixtures has increased the need for accurate measurement at low-flow rates.  Accuracy is also important because the City must pay for all of the water that it purchases from DuPage Water Commission.  The bidding process takes into account the accuracy of the water meter by applying an adjustment factor to reflect the low flow accuracy of the meters.  Vendors were encouraged to submit bids for multiple product lines that would meet the specifications. 

 

The bid specifications also required all meters to include registers compatible with all Automated Meter Reading (AMR) systems and Advanced Metering Instructure (AMI), systems without reprogramming.  If the City chooses to move to an AMR/AMI system in the future, the meters will not need to be replaced or reprogrammed.

Elster AMCO Water, LLC did not bid on all meter items.  One No Bid response was received prior to the bid opening; the vendor stated they could not meet the specifications. 

 

The contract term is from date of award through December 31, 2020 with three one-year options to renew.

 Water meter replacements are expensed to the infrastructure account listed below as part of the Capital Improvement Program. A total of $975,000 is budgeted for water meter projects in 2018, including $50,000 for meters for new developments and $925,000 for replacement of existing meters. Both projects are reoccurring in the CIP with tentative budgets of $2,350,000 in CY2019 and $2,350,000 in CY2020.
