BACKGROUND:
In October 2018, the City Council approved the award of Bid 18-204 to Core & Main LP for the purchase of large diameter water meters, for a two-year term from the date of award through December 31, 2020. The larger-sized water meters are used in new construction and for the replacement of existing meters that have reached 20 years or older. The contract includes three one-year options to extend. Council approved the first extension on November 4, 2020.
DISCUSSION:
Water Utilities is requesting a change order to add $100,000 to the contract due to the unexpected number of large water meters that were found to be incompatible with the current advanced metering infrastructure (AMI) project. Many of the issues are due to the age of the water meter, bad wiring, and/or bad register heads. These issues are being addressed by replacing the old water meters with new AMI-compatible Sensus water meters.
FISCAL IMPACT:
CIP: WU019, WU020
Water meter replacements are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $1,700,000 is budgeted for replacement meters under WU020 in 2021. An additional $50,000 is also budgeted for new development meters under WU019. Sufficient funds exist to accommodate this change order.
