BACKGROUND:

In June 2019, the City Council approved an amendment to its Master Services Agreement with Civiltech Engineering to add Downtown Streetscape Phase II design engineering services in the amount of $128,831.35.

 

Civiltech was awarded the contract following issuance of RFP 19-112. This award produced the construction plan set for the 2020 Downtown Streetscape Improvement Project. Change order #1 in the amount of $9,968.64 was authorized on June 1, 2020 to support an additional round of reviews prior to final construction documents.

 

The construction documents were placed out for bid by the City with an initial construction start date of April 2020. However due to the COVID-19 pandemic, the construction contract was ultimately not awarded.

 

Through ongoing discussion with downtown stakeholders, the project was brought back to a vote before the Downtown Naperville Alliance (DNA) in October 2021. The direction received at that time was to modify the existing plans to include the north side of Jefferson Avenue between Main and Webster. Change Order #2 was approved by City Council on October 19, 2021 for $81,436.43 to retain Civiltech to make updates to the plan set and produce new construction documents with construction anticipated in spring 2022.

 

DISCUSSION:

Civiltech has prepared updated construction documents as outlined in previously approved Change Order #2. Those plans are currently advertised for bid. Construction is anticipated to begin March 1, 2022.

 

In preparation for the start of construction, City staff has been in coordination with the DNA to discuss project timeline, scope, impacts to businesses, communication plans, and impact maps. Through these discussions, it was identified having photorealistic renderings of the project would be beneficial for use by the City and DNA to illustrate the final product. These renderings could be used to help explain to businesses and residents the various elements of the project and help create excitement for the project.

 

The City’s Master Services Agreement with Civiltech allows for the City to request additional services not included in the original scope of work. As Civiltech has provided all Phase II services for this project and has a dedicated Digital Rendering Team, the City requested a quote to obtain 3 renderings of various views of the streetscape project for use in communication and advertisements related to the project.

 

Change Order #3 will provide these renderings in advance of the start of construction and before the currently scheduled February 22 Merchant’s Meeting hosted by DNA. The proposed cost for this work is $8,850.15.

 

 

FISCAL IMPACT:

The downtown streetscape phase II design engineering is expensed to Architect and Engineering Services in the account listed below. A total of $510,000 has been budgeted for engineering related to CS014, Downtown Streetscape, in 2022. The requested change order is within the budgeted amount for this expense.
