BACKGROUND
The Electric Utility (Utility) has historically maintained the metallic exteriors of transformers, switches, fuse cans, and other metal electrical enclosures within their operating budget under various maintenance contracts. In recent years the Utility has added additional resources to its condition assessment program and thus has identified more devices eligible for exterior refurbishment instead of replacement. Devices eligible for refurbishment have paint and minor structural issues that can be addressed in the field by qualified individuals.

In September 2020, the Utility issued Bid 20-339, Electric Equipment Painting, to perform welding, patching, and painting of electrical equipment within the City of Naperville. For bidding comparison, staff requested a single unit price for each item of work listed with the bid worksheet. Each work item was defined by a piece of electrical equipment to be painted/refurbished along with an hourly labor rate.
