BACKGROUND:
In April 2019, the Transportation, Engineering and Development Business Group (TED) issued Request for Proposals (RFP) 19-112. The RFP was to hire one of the City's shortlisted Phase 1 and Phase 2 roadway and intersection consultants to perform the design engineering services for the Downtown Streetscape project. Specifically, the vendor was to develop the construction plans and specifications to reconstruct sections of Main Street, Jefferson Avenue, Webster Street, and Jackson Avenue in Downtown Naperville as well as upgrade the pavement and underground utilities and add streetscape per the 2018 Downtown Streetscape Design Guidelines. The new design will also change the existing angled parking on Main Street and Jefferson Avenue to parallel parking. These updates will improve pedestrian mobility, accessibility and safety in this area.

On June 4, 2019, the City Council awarded the streetscape design contract to Civiltech Engineering, Inc. (Legistar File 19-532). Civiltech completed the engineering plans and specifications on an accelerated timeframe. They also incorporated the input of various stakeholders and departments on this complex project into the final design.

Plans produced by Civiltech were used to issue Bid 20-075, Downtown Streetscape Construction Project. That project was ultimately not awarded due to concerns of the downtown businesses regarding the emergence of the COVID-19 pandemic.

On October 19, 2021, the City Council awarded a change order to the streetscape design contract for Civiltech to revise the plans and increase the scope to include the north side of Jefferson Avenue as part of the construction.
