BACKGROUND:

In April 2019, the Transportation, Engineering and Development Business Group (TED) issued Request for Proposals (RFP) 19-112. The RFP was to hire one of the City’s shortlisted Phase 1 and Phase 2 roadway and intersection consultants to perform the design engineering services for the Downtown Streetscape project. Specifically, the vendor was to develop the construction plans and specifications to reconstruct sections of Main Street, Jefferson Avenue, Webster Street, and Jackson Avenue in Downtown Naperville as well as upgrade the pavement and underground utilities and add streetscape per the 2018 Downtown Streetscape Design Guidelines.  The new design will also change the existing angled parking on Main Street and Jefferson Avenue to parallel parking. These updates will improve pedestrian mobility, accessibility and safety in this area. 

 

On June 4, 2019, the City Council awarded the streetscape design contract to Civiltech Engineering, Inc. (Legistar File 19-532).  Civiltech completed the engineering plans and specifications on an accelerated timeframe.  They also incorporated the input of various stakeholders and departments on this complex project into the final design.

 

Plans produced by Civiltech were used to issue Bid 20-075, Downtown Streetscape Construction Project. That project was ultimately not awarded due to concerns of the downtown businesses regarding the emergence of the COVID-19 pandemic.

 

On October 19, 2021, the City Council awarded a change order to the streetscape design contract for Civiltech to revise the plans and increase the scope to include the north side of Jefferson Avenue as part of the construction.

 

As discussed in Legistar File 22-0139, 2022 Downtown Streetscape Construction Project, TED used the construction documents created by Civiltech to issue Bid 22-035 to hire a contractor to perform the streetscape improvements.

 

DISCUSSION:

Per the scope of the original Request for Qualifications document (RFQ 17-122) to select the shortlisted Phase 1 and Phase 2 consultants, the City may use selected consultants for future phases of specific projects.  Staff recommends that the City retain Civiltech Engineering, Inc. for the Phase 3 construction engineering phase of this project.

RFQ 17-122 was awarded its third and final option year, which is effective through February 11, 2023.

 

Using Civiltech for the construction engineering phase of the project will build upon the relationship they have established with businesses and staff, allow for coordination with the design team for rapid resolution of potential field construction issues, and help minimize the disruption to the adjacent businesses and the public. Staff negotiated the scope and hours for the construction engineering services contract with Civiltech.

 

The project completion date will coincide with the anticipated construction schedule and continue through final closeout.

Construction Engineering Services for the Downtown Streetscape are expensed to the Architect and Engineering Service as well as the Infrastructure accounts listed below. Funding for the construction engineering contract will be split proportionately between TED ($241,007.34), the Water Utilities ($102,724.44), and the Electric Utility ($51,362.22).

 

A total of $210,000 was budgeted for Phase 3 Engineering from CS014 in 2022, along with a total budget of $3,264,000 from the other funding sources.  The requested award is within the budgeted amount for this expense.
