BACKGROUND:

In 2017, the City of Naperville completed Requested for Qualifications (RFQ) 17-133 to shortlist engineering firms to perform land surveying services on a variety of utility and transportation projects on an as-needed basis. Six consultants were shortlisted, and each firm executed its own Master Service Agreement (MSA) with the City.

 

The awarded consultants include:

1.                     Christopher B. Burke Engineering, Ltd.

2.                     Engineering Resource Associates

3.                     Farnsworth Group

4.                     Hampton, Lenzini and Renwick, Inc.

5.                     Ridgeline Consultants

6.                     Robinson Engineering

 

When surveying work is required for a project, the managing department requests quotes from all six vendors and issues an amendment to the MSA with the vendor that submits the lowest cost for the project.

 

The City Council awarded the original RFQ 17-133 to the shortlisted firms on January 6, 2018 for a two-year term from January 23, 2018, to January 22, 2020, with three, one-year options to extend.  The City Council awarded option year one on January 21, 2020 and option year two was awarded on March 16, 2021.

 

DISCUSSION:

During the second option year of the contract, the TED Business Group, Water Utilities, and Electric Utility used the shortlisted consultants to assist with 18 survey related tasks for projects.

 

Based upon the vendors’ performance, the departments recommend extending the contract for the third option year.  The six shortlisted consultants have agreed to maintain the terms provided for under each MSA.

 

The term of the third and final option year is from January 21, 2022 to January 22, 2023, with no option years remaining.

Land surveying services are expensed to the various accounts listed below.  These   services are also related to several CIP projects within both the Electric and Water Utility and are expensed within individual project budgets.   There is also $15,000 budgeted for this expense within the General Fund.  The requested award is within the budgeted amount for this expense.
