BACKGROUND:

On June 15, 2021, the Council awarded JOC Procurement WU-001-CY21-A to Robe Construction Inc. to upgrade the access gate system at both Water Service Center entrances, provide additional fencing, and replace the 14’ fencing adjacent to the neighboring residential property. Robe, Inc. coordinated with Pace Systems, Inc. (Pace) to add a gate security system and video monitoring cameras. The automated system recommended by Pace allows staff members to see, talk, operate gates, and control site access for deliveries and visitors.

 

DISCUSSION:

Due to unforeseen supply chain delays caused by the COVID-19 pandemic, the project is experiencing delays in the delivery of black vinyl and wood fencing materials. The estimated delivery dates were pushed into December 2021 for vinyl fencing and the delivery date for wood fencing is unconfirmed but expected to be in 2022. The electronic components for the site access gate system, camera installations, and their communications were also delayed with no clear verification of delivery dates. Beyond the receipt of material, the City is entering seasonally cold and wet weather conditions that may hamper proper installation of materials.

 

A change order is requested to extend the contract by 180 days to allow the contractor to complete the work. If approved, the revised completion will be June 29, 2022. In the meantime, staff will continuously work with the vendor to confirm a timeframe for work to be completed.

 

FISCAL IMPACT:

CIP: WW034 

 

Security upgrades are expensed to the building improvements account listed below, as part of the capital improvement program. The upgrades were included under WW034, which is budgeted for $880,000 in 2021. Funds for the project will be provided through savings in capital infrastructure. Staff factored the anticipated delay in development of the 2022 Budget to ensure any delays will not result in the Water Fund exceeding the approved 2022 budget, which is pending Council approval later this year.

Per Council directive, contingency on construction projects is set at 3% on projects over $500,000 and 5% on projects under $500,000.
