BACKGROUND:
The City employs electronic programmable building access controls at many of its facilities to secure entrances, fences, offices and overhead garage doors. The system is currently managed in-house by Department of Public Works-Public Building Operations (DPW-PBO) and Water Utilities staff, but now requires an authorized contractor to provide added security for new installations of the existing access control system.

In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined book price. The project is bid and negotiated through the City's JOC program.

DISCUSSION:
In November 2019, Tetra Tech, Inc. conducted a vulnerability assessment of Water Service Center (WSC), 1200 West Ogden Avenue, as part of a larger assessment of key critical infrastructure in Naperville and Aurora. In January 2021, staff further evaluated the physical security of WSC and privacy concerns with neighboring residential properties at 1083 and 1087 5th Avenue.
