BACKGROUND:

The purpose of this contract was to generate a shortlist of pre-qualified firms to be used as needed for future projects. In 2018, City Council awarded Contract 17-122 (Phase 1 and Phase II Engineering Services) to Alfred Benesch; Civiltech Engineering; Crawford, Murphy, and Tilly; Thomas Engineering; and TranSystems for a two-year term from January 15, 2018 to January 15, 2020.

 

On March 17, 2020, the City Manager awarded the first option year from January 16, 2020 to January 15, 2021 with two, one-year options remaining. On February 8, 2021, the City Manager awarded Option Year Two from January 16, 2021 to January 15, 2022.

 

The City is exercising this option for CY 2021 under RFP #17-122-TED-2101 and is seeking to retain the services of a qualified and experienced consulting firm for the preparation of the Columbia Street Final Engineering Plans.

 

Columbia Street, from Monticello Drive to Plank Road, is designated as a collector street with a speed limit of 30MPH. It is currently a two-lane road with no median. There are sections of the street with no curb and gutter or lighting. The street is also prone to localized flooding due to the existing undersized storm sewer network. This negatively affects the properties along Columbia Street, 8th Avenue and Windham Lane. The City’s goal is to bring Columbia Street up to City collector standards, improve road safety by installing street lights, and improve drainage with better storm sewers. The preparation of final engineering plans is a needed first-step in achieving that goal.

Thomas Engineering’s quote of $111,560.79 came in $33,385.42 lower than the second lowest bid. A zoom meeting was held with Thomas Engineering on March 4th, 2021 to discuss their proposed cost. They confirmed that it includes 780 manhours to prepare preliminary and final engineering plans. Further, it includes all the hours necessary to prepare any exhibits, drawings, and materials needed for virtual meetings, public outreach, resident meetings, and IDOT coordination.

 

The term of this contract is for one-year with no options to extend.

Columbia Street Engineering is expensed to the Architect and Engineering account listed below.  This work is related to SC019, Columbia St.: Monticello Dr. to Fifth Av./Plank Rd, of which $120,000 was budgeted for in 2021.  The requested award is within the budgeted amount for this expense.
