BACKGROUND:
The City Council awarded Work Order 17-122-TED-2101 to Thomas Engineering Group, LLC on April 7, 2021. The purpose of this contract is to design roadway improvements and prepare engineering plans and specifications for Columbia Street between Plank Road/5th Avenue and Monticello Drive.

Change Order #1 was approved by the City Manager on June 22, 2021. This change order allowed for an extension of the proposed water main from Monticello Drive to Ogden Avenue.

DISCUSSION:
This change order is requested to provide the funds for additional design work or effort that was required beyond the original scope of work.

This project involves extensive utility work, including installation of a storm sewer system, water main, electric duct bank, and streetlights. Originally, the electric duct bank design was going to be performed by staff, and staff did complete the horizontal layout. Due to the significant coordination required to avoid conflicts with other utilities, however, Thomas completed the vertical profile design and associated drawings.

After design work had already begun, Nicor relocated their gas main, so additional survey and coordination was needed in order to address the new conflicts that had been created between the relocated main and the proposed storm sewer system. In addition, the City had Thomas redesign the proposed box culvert in order to maximize the amount of stormwater storage provided.
