BACKGROUND:
In January 2021, the Transportation, Engineering and Development (TED) Business Group issued RFQ (Request for Qualifications) 21-012, Phase III Consultant Engineering Services for Various Capital Improvement Projects. These inspection services are needed for the proposed improvement to Julian Street between Gartner Road and Porter Avenue (SC216 and SW038) as well the 5th Avenue Bridge replacement (BR033).
This RFQ established a shortlist of qualified consultants. These shortlisted firms will be available for construction inspection services on local projects for a five-year period (CY21 to CY26). The City anticipates the potential need for Phase III services on a variety of other future CIP projects including roadway improvements, traffic signals, stormwater, and bridges.

A selection team comprised of staff from TED and the Water Utility evaluated the responses, which were scored based upon the criteria set forth in the RFQ:
1. Qualifications and Experience of the Personnel (30%)
2. Qualifications and Experience - Construction Inspection (35%)
3. Qualifications and Experience - Liaison Functions (15%)
4. Qualifications and Experience - IDOT QC/QA (10%)
5. Completeness of the Proposal (10%)
After review and scoring of the responses, the selection committee invited the top seven firms for interviews to confirm their experience and qualifications, including: Baxter & Woodman, Christopher B. Burke Engineering Ltd., TranSystems Corporation, Wight & Company, Hancock Engineering, Thomas Engineering and V3 Companies, Ltd.
Following the interviews, the consultant scores were finalized, and five consultants were selected for the shortlist: TranSystems Corporation, Thomas Engineering, V3 Companies, Ltd., Christopher B. Burke Engineering, Ltd and Baxter & Woodman.
Per the RFQ document, for future projects, vendors will be selected based upon qualifications and/or cost depending upon the complexity of the projects. If the total cost of a future project exceeds the City Manager’s spending authority, the project will be presented to City Council for approval.
The term of the resulting contracts is 5-years from execution of the Master Services Agreement with no options to extend.
FISCAL IMPACT:
This award is for the designation of shortlisted firms that will provide engineering services for capital improvement projects (CIP) to construct, maintain, and/or improve roadways, traffic signals, stormwater, and bridges. There is no direct fiscal impact associated with this award and any fiscal impact sections of future recommendations for specific projects will be completed accordingly during the term of this contract.
