BACKGROUND:
The Department of Public Works (DPW) manages concrete, landscaping and asphalt restoration services at locations throughout the City that are primarily the result of public utilities and DPW system repairs and maintenance projects. Concrete restoration services include replacement of sidewalks, roll curb and gutter, barrier curb and concrete drive aprons. Services can also include topsoil and seed installation in areas surrounding newly poured concrete. Contractors must have crews available for work on a monthly basis, at a minimum, or as directed by City staff.
In order to ensure work is completed in a timely manner, the City Council approved a shortlist of contractors and awarded Contract 19-063 to Whiteline Construction Inc., Baish Excavating Inc. and Davis Concrete Construction Company, on April 16, 2019, for a one-year term from April 16, 2019 to December 31, 2019, with three, one-year options to extend. Option Year One was approved by the City Council on March 3, 2020.
DISCUSSION:
During the first extension of the contract, restoration services were completed at over 100 locations. Approximately 90% of the concrete work done under this contract was given to the low bidder, Whiteline Construction, Inc. because they performed well and completed assigned work in the time requested. The remaining restoration services were completed by the second low bidder, Baish Excavating.
Both Whiteline Construction, Inc. and Davis Concrete Construction Company agreed to maintain the rates and terms provided under the current contract for the second option year. Baish Excavating declined the option year. Due to the nature of the work, staff recommends the City continue with two vendors to have reassurance that work can be performed in a timely manner and to reduce the time it takes to restore areas adjacent to residences and businesses.
The term of the second option year is April 1, 2021 through December 31, 2021, with one, one-year option remaining on the agreement.

Concrete restoration services are expensed to the operational service, building and grounds maintenance, and infrastructure accounts listed below. A total of $235,000 is budgeted for concrete restoration work in 2021. Of this $235,000, $125,000 is budgeted as part of the Pavement Improvement Program (SC223) in 2021. Funds will also be used for Water and Electric capital projects as restoration work arises. The requested award is within the budgeted amount for this expense.
