BACKGROUND:
The Department of Public Works (DPW) manages concrete, landscaping and asphalt restoration services at locations throughout the City, primarily resulting from the Public Utilities (Electric and Water) and Public Works system repairs and maintenance projects. Concrete restoration services include replacement of sidewalks, roll curb and gutter, barrier curb and concrete drive aprons. Services also include topsoil and seed installation in areas surrounding newly poured concrete. Contractors must have crews available for work on a monthly basis, at a minimum, or as directed by the City.

City Council awarded Contract 19-063 to a shortlist of contractors, Whiteline Construction Inc., Baish Excavating Inc. and Davis Concrete Construction Company, on April 16, 2019, for a one-year term from April 16, 2019 to December 31, 2019, with three, one-year options to extend. The contract was awarded to a shortlist of contractors rather than one to ensure work is completed in a timely manner.

DISCUSSION:
During the initial term of the contract, all concrete work was given to the low bidder, Whiteline Construction, because they performed well and completed assigned work in the time requested. In 2019, Whiteline performed restoration services to more than 135 locations. Due to the nature of work, staff recommends the City continue with three vendors under contract to have reassurance work can be performed in a timely manner and reduce the time it takes to restore areas adjacent to residences and businesses.
