BACKGROUND:

The Police Department front plaza is original to the 1988 construction of the building and serves as the main public entrance to the facility.  Due to age and environmental conditions, the concrete walkway, sidewalk and inlaid brick pavers are exhibiting deterioration which are causing safety issues.  In addition, the slope of the sidewalks that extend west to the Fire Administration building, and east to the public parking area, do not meet current ADA building code. The Department of Public Works - Public Building Operation (DPW-PBO) commissioned an architectural and engineering consultant to address the plaza reconstruction and improve building security.

 

In September 2020, DPW-PBO issued Bid 20-342, Police Department Exterior ADA Upgrades, to seek a contractor for removal of the existing 24-foot concrete walkway from the driveway circle to the entrance doors and replace it with a 12-foot walkway with snow melt tubing to be commissioned by others. This project also includes the reconstruction of the ADA ramp between the driveway circle and walk, as well as lighted bollards and vehicle barriers.  Alternate pricing was requested to remove the existing sidewalk and brick pavers and replace it with an 8-foot sidewalk at a corrected grade that meets ADA building code requirements.  Work will also include the installation of both lighted and security bollards adjacent to the new sidewalk.

After the pre-bid meeting, staff discovered additional ADA safety and security issues that needed to be corrected and requested pricing as Alternate 1 for the extra work. Due to the non-compliant ADA sidewalk, safety and security issues, this project will correct this issue, rather than phase construction.

 

The award language in the bid indicates that the lowest, responsive and responsible bidder with respect to the base bid would be awarded the contract. In an effort to maintain consistency and avoid disruption, DPW-PBO believes that it is in City’s best interest to award both the base and alternate bids to Lite Construction, Inc. Other benefits include one-time closures, minimizing disruption to public access, as well as potential cost savings from not incurring additional fees due to coordination between contractors.

 

The completion date of this project is December 15, 2020. 

 

FISCAL IMPACT:

CIP #: MB204 - ADA Transition Plan

 

Police Department Exterior ADA upgrades are expensed to the Building Improvement account below.  This project is related to MB204, ADA Transition Plan, for which $150,000 was budgeted in 2020.  The additional funding needed for the project is available from savings in other DPW CIP projects such as MB216, Elevator Modernization and Repair; MB188, Municipal Facilities Overhead Door Repair, and PA040, Emerald Ash Borer Removal Program.
