BACKGROUND:

In January 2020, City Council awarded Bid 20-001, Pipefitting, Plumbing and Mechanical Services, to Dahme Mechanical Industries, Inc. for a 10.5-month term from February 19, 2020 to December 31, 2020. Dahme Mechanical Industries provides a full spectrum of services to maintain, repair, and replace piping and pumping systems on the water supply, water distribution, and wastewater collection and treatment systems. The system includes 22 wastewater pump stations, seven backflow prevention stations, 18 water supply sites (including emergency standby wells), Springbrook Water Reclamation Center, and the water distribution system.

 

DISCUSSION:

Dahme Mechanical Industries, Inc. performed well during the original contract term. During the current term, the Water Utilities used the vendor to perform the following work: 

 

1.                     installation of large flow meters at several water booster stations

2.                     replacement of soil pipe at Northwest Water Works

3.                     piping repairs at Springbrook Water Reclamation Center

4.                     replacement of large isolation valves at Northeast Water Works

 

Dahme originally asked for a three-percent increase due to the increase of union labor rates. Through negotiations, the vendor agreed to a 1.5% increase. The requested award is the first of four optional renewals and for the term January 1, 2021 through December 31, 2021.

 

FISCAL IMPACT:

CIP: WU007, WU029 and WW034

 

Pipefitting, plumbing and mechanical services are expensed to the operational services and infrastructure accounts listed below, as part of the Water Utilities’ budget and capital improvement program. A total of $26,000 is tentatively budgeted for general operational services, while an additional $5,228,200 is tentatively budgeted for services related to capital programs WU007, WU029 and WW034 in 2021. The CY2021 Budget is pending City Council approval later this year.
