BACKGROUND:

The City Council awarded Contract 17-084 to Engineering Resource Associates, Inc. (ERA) on May 16, 2017 for a 43-month term from June 6, 2017 to December 31, 2020, with two, one-year options to extend.  The purpose of this contract is to provide ongoing engineering/design support to the Riverwalk Commission. 

 

DISCUSSION:

This change order is requested to provide the design engineering services to repair the Moser Tower which houses the Millennium Carillon. The existing contract with ERA did not include this funding because the assessment of the tower was ongoing and had not been completed.  The intent was to request additional funding after the magnitude of damage to the tower was determined. 

 

After extensive discussion and consideration by the Riverwalk Commission and its Planning, Design and Construction Committee, City Council confirmed that the Moser Tower should be rehabilitated in one phase.  This action was taken at the March 3, 2020 City Council meeting.  The proposal associated with this award will create the plans and construction documents so the Riverwalk can solicit bids for the construction this winter.  

 

The initial proposal, which came in over budget, included additional testing of the grout on the north side of the tower.  With the initial proposal in hand, it became evident that the fee to do the testing during the design phase was too costly due to acquiring the access to the test sites.  Consequently, the testing will not be performed as part of the design phase.  The removal of this item resulted in a $83,310 decrease from the original $217,610 proposal.

 

During the actual construction work, the contractor will be directed to obtain grout samples to determine if the north grout pockets need to be cleared and replaced in addition to the south grout pockets.  The construction specifications will include language to provide an option to do the grout repair on the north side of the tower.

The Riverwalk Consultant is expensed to the Infrastructure account listed below.  This item is related to PA048, Moser Tower Rehabilitation, for which $200,000 was budgeted for in 2020.  The requested award is within the budgeted amount for this expense.
