BACKGROUND:

The other related item on the City Council agenda is:

Residents and motorist in the City of Naperville have long enjoyed driving on streets in good condition.  This is no coincidence; it is the result of a combination of preservative measures and timely resurfacing of our streets.  The preservation programs help extend the useful life of the pavement while resurfacing the streets at the optimum time maximizes the life of the pavement without damaging the roadway base. 

 

The annual resurfacing program not only results in a smooth road but more importantly protects the investment in the pavement base.  When resurfacing is delayed or put off too long, then the roadway can no longer be effectively resurfaced; the base failures will lead the new pavement to fail much sooner than normal.  This results in the expenditure of additional funds just to keep the roadways in a serviceable condition.

 

The City currently maintains almost 460 centerline miles of road through the annual street maintenance program.  Roads are essential to the economic prosperity of the City and to the everyday lives of the thousands of people who use them.   Ensuring the road network functions efficiently and safely is a priority for the City of Naperville.  Roads are vital to our community. 

 

The TED Business Group conducts two street resurfacing programs: one using City funds and the other using state motor fuel tax (MFT) funds.  There are additional constraints the City must follow when using MFT funds, so it is advantageous to separate out the work based upon the funding type.  Additionally, having two smaller bids increases the number of vendors with the capacity to perform the work. 

 

In March 2020, the Transportation, Engineering and Development Business Group (TED) issued Bid 20-004, 2020 Street Resurfacing Program - MFT, to seek contractors to resurface approximately 70,601 feet (13.37 miles) of various local roadways.  This is an annual program to rehabilitate existing streets by resurfacing the existing pavement.   This work will be paid for using state motor fuel tax (MFT) funds.  The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation. The corporate authorities of the municipality must adopt a resolution appropriating the MFT funds.

 

The resurfacing program using the City fund will be issued for bid at a later time.

The engineer’s estimate was based on unit prices obtained from the 2018 & 2019 Street Resurfacing Programs.  The low bid came in above the engineer’s estimate largely because the unit price of asphalt material and the cost for traffic control and protection were above expected value.

 

The completion date of this project is August 14, 2020.

The 2020 Street Resurfacing Program - MFT is expensed to the infrastructure account listed below.  A total of $11.5 million has been budgeted for the MIP in 2020, of which $5,770,000 has been budgeted for resurfacing - MFT.  The requested award is within the budgeted amount for this expense.
