BACKGROUND:
Two sections of the existing timber retaining walls located along the west side of Naper Boulevard, between Chicago Avenue and the Burlington Northern Railroad Underpass, have been deteriorating over the past several years. The wall has significant deflection and requires attention before it collapses. This project (CIP #MB192) includes building a new precast retaining wall in front of existing failing wall sections.

Construction of the wall will begin in the spring of 2020 with completion anticipated by July 1, 2020. Daily lane closures will be required along the southbound lanes of Naper Boulevard adjacent to these retaining walls for the duration of the construction.

The low bid was approximately 16% higher than the engineer's estimate for the project. This increase may be related to market conditions as contractors are anticipating a large volume of upcoming work due to the recently released IDOT Capital Program.

Though the low bid is somewhat higher than anticipated, staff recommends award of the contract to Lorig Construction Company. The next lowest bidder was approximately $232,000 more than the low bid. Based on these bid results, Lorig Construction Company's ...
