BACKGROUND:

The North Aurora Road Underpass at the Wisconsin Central/CN Railroad Improvement project (CIP# BR005) is a joint effort between the Cities of Naperville, Aurora and Naperville Township.  The scope of the project includes constructing a new bridge structure that will accommodate two through traffic lanes in each direction and left turn lanes into adjacent properties; provide sidewalk and bicycle facilities; add streetlighting, and correct existing flooding issues.

 

In December 2016, City Council awarded Contract 16-135 to perform design engineering services for the improvements to the North Aurora Road Underpass at the CN/Wisconsin Central Railroad to TranSystems Corporation.  The consultant is working with staff to complete the improvement plans, coordinate with various utilities, secure permits, and provide land acquisition services for properties adjacent to the project.

 

Construction of the project is expected to begin in 2021 at an estimated cost of approximately $28 million.  The Illinois Commerce Commission will contribute $12 million from the Crossing Safety Improvement Program.  Another $9.8 million in federal funding is pending final approval from the Chicago Metropolitan Agency for Planning’s Shared Fund program.  The balance of the construction costs will be split amongst the three local agencies and the railroad.

 

DISCUSSION:

As the design of the project has progressed, various items that were not anticipated in the original scope of the consultant’s contract have been identified. These items include:

 

                     Illinois Commerce Commission/Railroad Agreement Support

As part of the funding process, the ICC requires a detailed construction and maintenance agreement with the railroad and local agencies. TranSystems will provide the technical support needed for coordination, negotiations, and exhibit creation to prepare this agreement.

 

 

                     Additional Land Acquisition and Survey

Discussions with the ICC identified the need for easements for the new railroad structure and temporary track structure.  TranSystems will create the plats, appraisals, and legal documents needed to establish these easements.

                     Topographic Survey

Various private properties adjacent to the project have redeveloped within the past few years.  New topographic information for these areas is needed to ensure proper drainage design and calculation of construction quantities.

 

The cost of this additional work is $57,372.  This amount will be split evenly with the City of Aurora and Naperville Township Road District.  Each agency’s share will be $19,124.

 

The intergovernmental agreement with Aurora and Naperville Township Road District allows the design cost to increase by up to 10 percent without amendment.  This change is below the 10 percent threshold so no change to the agreement is necessary.  Both Aurora and the Naperville Township Road District have reviewed and approved this change request.

 

FISCAL IMPACT:

Services and designs related to the North Aurora Road Underpass at the Wisconsin Central/CN Railroad Improvement project are expensed to the infrastructure account listed below, as part of the capital improvement program. No money was budgeted for BR005 in 2019, as the project was anticipated for construction in 2020. The cost of these additional consulting fees will be covered through savings on SC099.
