BACKGROUND:
For Program Year 2019 (April 1, 2019 - March 31, 2020), the City of Naperville will receive a CDBG allocation of $541,270. In addition, the City will have approximately $145,746 in program income and reallocated funds from prior years for an estimated CDBG total of $687,016.

The attached Annual Action Plan (AAP) outlines how CDBG funds will be spent in Program Year 2019 and how these projects meet the objectives of the CDBG program and the Consolidated Plan. The Program Year 2019 AAP represents the fifth year of the DuPage County Consortium 2015-2019 Consolidated Plan.

DISCUSSION:
To distribute the CDBG funding, the City held a Call for Projects and received ten capital improvement project applications totaling $666,223. Two applications, totaling $106,000, were submitted that were eligible for the City's Social Services Grant program as well as CDBG.

All applications were evaluated and scored by a multi-departmental team of staff from the City Clerk's Office, TED Business Group, Police Department, as well as representatives of the Advisory Commission on Disabilities, Housing Advisory Commission, and Senior Task Force.

The following projects are recommended for funding:

Affordable Rental Housing - $90,000
* Awarded to Illinois Independent Living Center for energy conservation improvements to affordable rental apartments for persons with severe physical disabilities.

Affordable Owner-Occupied Housing - $41,750
* Grants to low and moderate-income homeowners for home rehabilitation. This program will be administered either by City of Naperville staff or a subrecipient to be chosen through a competitive procurement process.
