BACKGROUND:

For Program Year 2019 (April 1, 2019 - March 31, 2020), the City of Naperville will receive a CDBG allocation of $541,270. In addition, the City will have approximately $145,746 in program income and reallocated funds from prior years for an estimated CDBG total of $687,016.

 

The attached Annual Action Plan (AAP) outlines how CDBG funds will be spent in Program Year 2019 and how these projects meet the objectives of the CDBG program and the Consolidated Plan. The Program Year 2019 AAP represents the fifth year of the DuPage County Consortium 2015-2019 Consolidated Plan.

 

DISCUSSION:

To distribute the CDBG funding, the City held a Call for Projects and received ten capital improvement project applications totaling $666,223. Two applications, totaling $106,000, were submitted that were eligible for the City’s Social Services Grant program as well as CDBG.

 

All applications were evaluated and scored by a multi-departmental team of staff from the City Clerk’s Office, TED Business Group, Police Department, as well as representatives of the Advisory Commission on Disabilities, Housing Advisory Commission, and Senior Task Force.

 

The following projects are recommended for funding:

 

Affordable Rental Housing - $90,000

                     Awarded to Illinois Independent Living Center for energy conservation improvements to affordable rental apartments for persons with severe physical disabilities.

 

Affordable Owner-Occupied Housing - $41,750

                     Grants to low and moderate-income homeowners for home rehabilitation. This program will be administered either by City of Naperville staff or a subrecipient to be chosen through a competitive procurement process.

Homeless Housing and Supportive Services - $111,000

                     Awarded to Bridge Communities, Inc. ($85,000) and ChildServ ($26,000) to rehabilitate buildings providing transitional housing to abused/neglected teens and homeless families with children.

 

Public Services - $81,191

                     Awarded to Loaves & Fishes Cares Program ($60,000) and DuPage PADS Olympus Place Housing Program ($21,191) for emergency rent and utility assistance, and supportive services to formerly homeless people with chronic disabilities.

 

Public Facilities - $30,000

                     Awarded to the Naperville Heritage Society to remove architectural barriers and improve ADA compliance at Naper Settlement.

 

Special Needs Housing and Supportive Services - $277,075

                     Awarded to the DuPage County Mental Health Department ($51,000), Little Friends, Inc. ($16,223), Ray Graham Association ($87,000), Turning Pointe Autism Foundation ($90,852), and United Cerebral Palsy - Seguin ($32,000) to rehabilitate and improve safety conditions at housing facilities for people with special needs and to increase classroom space at an educational facility for adults and children with special needs.

 

Program Administration - $56,000

                     Awarded for salary/program administration.

 

The homeowner housing rehabilitation program was added to the list of programs to be funded and the allocation to DuPage PADS was increased after the City received its allocation from the Department of Housing and Urban Development (HUD) on April 17, 2019. The original recommended allocations were based on an estimated amount of $492,152. Since the final allocation was $49,118 more than estimated, the new program and funding amounts were added based on approved contingencies included in the original draft Annual Action Plan (AAP) and are shown below.

 

Contingency Action #1: Final grant allocation is more than $492,152

The City may make one or more of the following changes in proposed activities:

a)                     Add additional funding for CDBG-eligible activities in the Public Services category: 1) Loaves & Fishes CARES Emergency Financial Assistance Program up to $70,000, and 2) DuPage PADS Olympus Place Supportive Housing Program up to $30,000, with total public service costs to remain within the 15% CDBG cap on public service activities;

b)                     Add funding for Fair Housing activities (subject to planning and administration cap);

c)                     Add funding for a Single-Family Rehabilitation Program up to $85,000 to be operated either by the City of Naperville or a subrecipient to be chosen through a competitive procurement process;

d)                     Add funding for infrastructure and neighborhood facility improvement projects located in low and moderate-income concentration areas (based on census tract block group data) to be managed by the City of Naperville TED Business Group or the Department of Public Works.

e)                     Add funding for improvements to parks and recreation facilities located in low and moderate-income concentration areas (based on census tract block group data) to be managed by the Naperville Park District.

 

Contingency Action #2: Final grant allocation is less than $492,152

The City will undertake the following change in proposed activities:

                     The proposed funding amounts for all activities will be proportionally decreased to match the actual allocation amount.

 

The AAP was made available for public comment starting Monday, March 18, 2019 concluding Thursday, June 6, 2019. A Public Hearing on the AAP will be held at the City Council meeting on Tuesday, June 4, 2019. Copies of the AAP are available at the City Clerk’s Office, Naperville Public Libraries, and on the City’s website. To date, no comments have been received.

 

FISCAL IMPACT:

Allocation of $687,016 in CDBG funds.
