BACKGROUND:

In October 2016, the City Council approved the award to purchase the Socrata Digital Government Software package for a three-year term from September 1, 2016 through August 31, 2019.  Socrata’s cloud-based, software-as-a-service (SaaS) solution provides the City with a comprehensive, flexible open data and performance management portal.  The Socrata web portal allows citizens to review performance of various City departments online in an easy-to-use interface that helps produce story pages, interactive graphs, charts and raw data for citizens to download.

 

DISCUSSION:

In early 2018, the City tested and purchased short-term licenses to pilot the Open Checkbook and Open Budget data visualization and exploration tools to determine if they should be added to the City’s overall Socrata Digital Government Software package before making a long-term commitment.  These purchases were made using the same cooperative contract that was used for the original award.  It was hoped that the Open Checkbook and Open Budget tools would make the financial data more easily available to the public to help improve service delivery, increase transparency and increase access to public information.

 

As a result of the pilot, IT staff has determined that the City should continue to use the Open Checkbook and Open Budget tools.  This change order is requested to incorporate Open Checkbook and Open Budget into the City’s overall Socrata Digital Software package for the last year of the three-year award (September 1, 2018 through August 30, 2019).   This purchase will be made using the same TCPN Cooperative Contract #R150402 that was used for the initial purchase in 2016 and the short-term pilots.

Socrata Digital Government Software Package is expensed to the software and hardware maintenance account below.  A total of $46,410 has been budgeted for Socrata in 2018.  The budget overage for this expense will be accommodated by savings in other line items, including Cisco Technology Stack.
