The Engineer’s Opinion of Probable Construction Cost for this project is $305,000. Sufficient funding exists within the above account to pay the cost of the project. 

 

We do not anticipate any fiscal impact as result of acquisition of the fire truck due to the contribution made by NFPD.

 

BACKGROUND:

The City of Naperville (“City”) and the Naperville Fire Protection District (“District”) previously entered into a long-term contract by which the City provides fire protection and ambulance services for all territory within the District. The agreement between the City and District provides for the possible use of the District’s reserve funds to be utilized for specific line items to provide for needed Naperville Fire Department equipment to enhance the level of service to the City and the District. Both the District and the fire department maintain a positive working relationship and meet quarterly to discuss matters of mutual concern, including issues raised by the public, fire and EMS incidents, budget reports, and annexations.

 

DISCUSSION:

The agreement being brought to the City Council for consideration now provides that in exchange for the City’s installing and maintaining water main improvements in the Green Acres Subdivision of the District, which will significantly reduce risk to life and property damage in that territory within the District, the District has agreed to contribute $650,000.00 towards the City’s acquisition of a fire truck with a water carrying capacity of 1,250 gallons. The fire truck will also greatly enhance the service the fire department provides, not only to the City but also to territory within the District where municipal hydrants are not available.

 

Due to a recent development of a residence in the Green Acres subdivision, there is an opportunity to install a water main in a choice area of the subdivision that will significantly provide a tactical and resource advantage for firefighting efforts of the department. The timing of acting on this opportunity during the present construction phase will allow for a minimal disruption to current landscape and existing occupancies. The water main installation costs are anticipated to be approximately $350,000.

The sole purpose of this water main installation is to provide water for fire protection only and is not intended to be used as a domestic water supply for fire protection district residents. The water main installation will provide fire protection to the Green Acres neighborhood as well as the adjacent Park District property. The project will have no negative effect on the operation of the water system. 

 

Attached is an agreement between the City and the District which memorializes the exchange described above. It provides for an equitable cost sharing solution that will maximize the fire department’s ability to provide prompt and effective services to the City and the District.
