BACKGROUND:
The landscaping restoration program restores landscaping at private residential properties, commercial properties and public rights-of-way damaged as a result of work associated with Public Utilities (Electric and Water) and the Department of Public Works (DPW) maintenance and capital improvement projects. Work is on-going during construction season and includes turf restoration, hardscape restoration, landscape planting, sprinkler repair and other landscape related repairs.

On March 1, 2022, the City Council awarded Bid 22-036, Landscape Restoration Services, to Semper Fi Landscaping and Local Lawn Care and Landscaping. The restoration work may vary in size from three square foot turf repairs to several hundred square yards of turf repair of parkway or residential rear yard repair. The work involves mobilizing to various sites throughout the City and completely restoring the landscaping. The contractors are responsible for providing all labor, material, equipment and supervision necessary to perform the work at designated locations as directed by the City.

The term of the contract is from March 1, 2022, to December 31, 2022, with three additional one-year options to extend.

DISCUSSION:
Semper Fi Landscaping and Local Lawn Care and Landscaping have performed well during the initial term of the contract. The vendor completed approximately 800 restoration projects in 2022. Due to several operating and capital projects for the Electric and Water Utilities, many of the sites required more extensive restoration.
