BACKGROUND:
The Water Utility currently has approximately 45,000 water meters which are primarily read manually by meter readers through a contract with Alexander. The original term of the Alexander contract expired in August 2018 and contained provisions for three option years. In June 2018, Alexander notified the City of their intention to not pursue the option years of the contract. However, the original contract requires Alexander to complete the option years through 2021. Similar to manual meter reading experiences industrywide, this process is plagued by estimated reads, employee turnover, and environmental, as well as, man-made conditions (snow, rain, dogs, locked fences etc.).

In addition to a limited term on the current meter reading contract, the City is implementing a new Utility Billing software system as part of the ERP implementation. This implementation will require integration of water and electric meter data into the financial system. In order to complete this integration on-time, we need to complete the implementation of an automated metering system for all water meters. Completing this integration prior to the automated metering system, would require software customization and an estimated additional $450,000.

DISCUSSION:
Waiver of Section 1-9B-4 (Methods of Source Selection) of the Naperville Code is required because the recommended process is not one of the enumerated methods under the Code.
