BACKGROUND:
The City Council awarded Contract 17-084 to Engineering Resource Associates on May 17, 2017, for a 43-month term from June 6, 2017 to December 31, 2020, with two, one-year options to extend. Change Order #1 was approved by the Council on May 5, 2020, to increase the initial contract award to $408,592, allowing Engineering Resource Associates, Inc. (ERA) to provide design engineering services to repair Moser Tower, which houses the Millennium Carillon.
On October 20, 2020, the Council approved the first option year in the amount of $167,500, providing consulting services and construction observation of Moser Tower and Eagle Street structural walkway during 2021.
DISCUSSION:
When the award for the first option year was submitted for approval, staff inadvertently did not include the remaining contract balance of the initial term within the option year award request. Since the term of the initial contract terminated on December 31, 2020, the unspent design money was no longer available per the terms of the option agreement.
This change order is needed to move the unspent design funds from the initial term of the agreement to the option year, as well as extend the completion date of the outstanding work to coincide with the option year term. This will allow staff and ERA to complete the design work this spring.
