BACKGROUND:
The utility’s current power provider, the Illinois Municipal Electric Agency (IMEA), has been providing services to the city since 2007 and electricity to Naperville since 2011. The IMEA serves 32 municipal electric utilities across the state by securing the required capacity and energy for its member communities. In addition to providing power, the IMEA also handles several administrative, legal, and regulatory services for the utility.
The City’s contract with IMEA expires on Sept. 30, 2035. Planning to acquire adequate power to meet Naperville’s needs and operational and administrative services beyond this timeframe is a multi-year effort. This work includes a significant amount of information gathering and exploration of different power procurement options, as various options require a multi-year ramp-up of resources and strategic decisions to be made at appropriate times. For example, the utility has contracted with an independent third party (Customized Energy Solutions) to provide a report in spring 2025 on energy procurement options and ancillary services past the conclusion of the IMEA contract.
DISCUSSION:
As part of the information gathering process and understanding that PUAB will provide an advisory board recommendation to the City Council on this topic at the appropriate time in the future, IMEA will present an overview of its current services, power supply resources, and their sustainability goals on Feb. 27, 2025, PUAB meeting. The PUAB will not make any decisions or recommendations at this meeting.
