BACKGROUND:
The Annual Action Plan (AAP) outlines how Community Development Block Grant (CDBG) funds will be spent in a Program Year and how these projects meet the objectives of the CDBG program and the Consolidated Plan.

The City Council adopted the CDBG Program Year 2018 (AAP) on March 6, 2018, following a required 30-day public comment period and public hearing. The Program Year 2018 awards were based on an estimated allocation of $425,000 plus approximately $52,000 in prior year rollover funds, for a total estimated CDBG budget of $476,617.

On May 1, 2018, the United States Department of Housing and Urban Development (HUD) released Naperville's actual CDBG allocation for FY 2018. The allocation of $546,835 significantly exceeded the estimate used by the City to develop the Program Year 2018 AAP.

To make use of the additional funds, the City is proposing a Substantial Amendment to the Program Year 2018 AAP to include three new projects in the Program Year 2018 CDBG Budget.

DISCUSSION:
The AAP approved by City Council in March, 2018, included funding for 11 projects:

Affordable Rental Housing
* $128,721 to Illinois Independent Living Center ($65,275) and Naperville Elderly Homes ($63,446) for improvements to affordable rental apartments for senior citizens and persons with disabilities.
Homeless Housing and Supportive Services
* $60,500 to ChildServ ($17,750) and Serenity House ($42,750) to rehabilitate buildings providing transitional housing to abused/neglected teens and women recovering from substance abuse.
Public Services
* $47,000 to Loaves & Fishes Cares Program for emergency rent...
