BACKGROUND:
The City employs fences and gates at many of its facilities to secure access to each site. In February 2020, City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the city and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined book price that is multiplied by a competitively bid adjustment factor.
In November 2019, Tetra Tech, Inc. conducted a vulnerability assessment of Water Service Center (WSC), 1200 West Ogden Avenue, as part of a larger assessment of key critical infrastructure in Naperville and Aurora. In January 2021, staff further evaluated the physical security of WSC and privacy concerns with neighboring residential properties at 1083 and 1087 5th Avenue.
In June 2021, Council awarded Robe Inc. Phase 1 of the Water Service Center security upgrades. Work included a security plan to upgrade the gate system at both site entrances and replacement of the City-owned 14-foot-tall fencing, orientated north to south, adjacent to the neighboring residential property. Staff chose to employ the JOC method over traditional bidding to expedite completion, given the security concerns.
