BOARD/COMMISSION REVIEW:
The Planning and Zoning Commission conducted the public hearing on October 21, 2020, and voted to recommend approval of PZC 20-1-075 (approved 6-0). Staff concurs.

BACKGROUND:
The four subject properties are located at the southwest corner of 4th Avenue and North Loomis Street and total approximately 29,892 square feet in size. The properties are zoned R2 (Single-family and Low Density Multiple-Family Residence District) and are currently improved with four single-family residences. The Petitioner proposes consolidating the properties into one buildable lot, demolishing the existing structures, and redeveloping the property with nine townhomes and four duplex units. To achieve this, approval of a conditional use and variances allowing the development to exceed the maximum permitted height and stories, decrease the required minimum lot area, reduce the required rear yard setback along the south property line and reduce the required front yard setback along 4th Avenue have been requested.

Following PZC approval, the Petitioner revised the development proposal and submitted new plans limiting access to the proposed residential development from North Loomis Street only (access was previously proposed off North Loomis Street and the adjacent alley). These revisions are further described below.

DISCUSSION:
The Petitioner, Bridge Street Properties, LLC, has requested approval of the following in order to develop a 13-unit residential development comprised of nine attached residential units and four duplex units:
1. Conditional use to allow for townhomes in the R2 Zoning District per Section 6-6C-3:5.
2. Variance to Section 6-6C-8:1 to allow for a height of 42'1" and 3.5 stories.
