BACKGROUND:
The Naperville Riverwalk Commission (“Commission”) engages an individual and/or professional firm capable of providing it with professional planning, architectural, engineering and construction management services.
The City Council awarded Contract 17-084 to Engineering Resource Associates, Inc (ERA) on May 16, 2017, for a 43-month term from June 6, 2017, to December 31, 2020; with two, one-year options to extend. On October 20, 2020, the City Council awarded Option Year One for an amount not to exceed $167,500 for the purpose of providing ongoing engineering/design support to the Commission. On November 16, 2021, the City Council awarded Option Year Two for an amount not to exceed $362,500. On March 21, 2023, the City Council approved the award of Change Order #1 to extend the term of Option Year Two by one year.
During the term of the agreement, ERA provided assessment, plan preparation and construction engineering support for the rehabilitation of the Moser Tower and Eagle Street walkway. ERA also assisted the Commission on the Riverwalk 2031 Master Plan. Engineering design was also initiated for the South Extension of the Riverwalk and the Eagle Street Gateway improvement project.
DISCUSSION:
This Change Order is requested to extend the contract by six months. While the preliminary engineering for the South Extension will be completed in the next month, ERA will still be providing the City with bidding assistance when the Eagle Street Gateway goes out for bid in early 2024. Bidding was delayed because of the federal environmental review the City had to go through due to the use of federal funds to pay for a portion of the construction costs. Rather than moving these projects to the new Riverwalk Consultant contract, staff recommends completing these projects under the original contract.
FISCAL IMPACT:
There is no fiscal impact to this change order, the change order is an extension of time.
