BACKGROUND:

The City Council awarded Contract 17-122 to Alfred Benesch; Civiltech Engineering; Crawford, Murphy, and Tilly; EXP US Services; Thomas Engineering; and TranSystems on January 15, 2018, for a two-year term with three one-year options.  The short list remains in effect until February 11, 2023.

 

The purpose of this contract is to maintain a shortlist of qualified consulting firms to complete Phase I (preliminary engineering) and Phase II (detailed engineering design) work for Capital Improvement Projects (CIP) to improve roadways and intersections.

 

As projects arise during the term of this contract, shortlisted vendors are selected via Request for Proposal responses based upon qualifications and/or costs. The City also retained the right to use the services of a successful consultant for future phases of a specific project.

 

Staff has used the services of the shortlisted engineering consultants for several CIP

projects over the past few years including:

1.                     SC190 - 248th Street Improvements (Civiltech Engineering)

2.                     SC196 - 95th and Book Road (Crawford, Murphy, and Tilly)

3.                     SC014 - Downtown Streetscape (Civiltech Engineering)

4.                     SC019 - Columbia Street Improvements (Thomas Engineering)

 

 

DISCUSSION:

In June 2019, Civiltech Engineering was awarded the Phase I engineering work for the proposed 248th Avenue improvements.  Because the City was pursuing federal funds for the project the selection had to be qualification based.  Civiltech is currently completing the Phase I work, and the City must start the Phase II detailed design and preparation of engineering plans and construction documents.

 

Civiltech did complete and quality work on the Phase I engineering.  Based on their performance and the fact that they meet the QBS requirements, staff is recommending the award of the Phase II contract to Civiltech Engineering. 

 

The scope of work for the Phase II engineering includes detailed engineering design of the roadway, drainage, noise abatement wall, streetlights, and pedestrian facilities.  Civiltech will prepare the engineering plans, construction details, item quantities, specifications, and cost estimate.  The scope of work also includes all land acquisition activities.  Easements or right of way will be needed from thirty-three separate property owners along the corridor.  Civiltech will identify the limits of what is needed, have the plats prepared, appraisals performed and approved, and then use a negotiator to secure the needed property.  All this work must follow the federal process since federal funds are being used for construction. 

 

The City has qualified to receive $6.4 million of federal funds to help pay for the project. As such, the City is required to award the engineering work based on qualifications. The scope of work was reviewed by staff and after negotiations with Civiltech Engineering both parties arrived at the award that is presented on this agenda.

Phase II engineering for the 248th Avenue Improvement Project (SC190) is expensed to the Architect and Engineering Services account listed below. This work is expected to span multiple years. The 2022 budget included $525,000 for SC190 engineering and the proposed 2023 budget includes $700,000. The requested award can be accommodated within the current and proposed budgets.
