BACKGROUND:
In 2016, the Water Utilities issued RFP 16-339 seeking the services of an engineering firm to perform preliminary engineering tasks and provide recommendations to harden, protect and preserve the long-term integrity of the south-central interceptor sewer located along the east bank of the West Branch of the DuPage River. As part of the RFP, the City included the option to use the services of the successful firm for future phases. Strand Associates (Strand) was awarded the contract for Phase I, which was completed in May 2017.
Due to the successful execution of Phase I outlined above, the City exercised its right to retain the services of Strand for Phase II of the project. Procurement 17-129 for Phase II Engineering Design was completed in February 2020.
DISCUSSION:
Strand performed well in Phase I and Phase II of the project. Staff recommends the City exercise its right to retain the services of Strand for Phase III of the project in order to maintain project continuity and efficiency. A significant component of this project is the DuPage County stormwater permit required because the contractor will be working adjacent to the DuPage River. Strand has unique knowledge regarding the permit that will be important if an issue arises during construction. Phase III of the south-central interceptor sewer project will consist of the following engineering services:
• Provide on-site construction inspection and oversight
• Review contractor shop drawings and submittals
• Attend monthly progress meetings
• Review change order requests and pay estimates
• Develop project record drawings
• Provide 2-year planting restoration monitoring in accordance with DuPage County requirements
• Provide reports of planting restoration progress
When the City negotiated the Phase 1 preliminary engineering work, Water staff also asked Strand for Phase 2 and 3 pricing. During the Phase 2 negotiations, Strand made some modifications to the Phase 3 pricing based upon a greater understanding of the project scope. Pricing for individual tasks increased or decreased, but the total Phase 3 pricing remained consistent with the original cost submittal.

Engineering services for the south-central interceptor sewer hardening and protection project are expensed to the infrastructure account listed below as part of the capital improvement program. A total of $4,610,000 is budgeted for WW006 in 2020. The requested award is within budget.
