Advisory Commission on Disabilities (ACD) Recommendation
At the August 1, 2018 Advisory Commission on Disabilities meeting, staff presented the draft 2018 goal update document. The Commission unanimously voted (6-0) in support of the updated transition plan. Meeting minutes from the ACD meeting are attached.
Transportation Advisory Board (TAB) Recommendation
At the October 4, 2018 meeting, TAB also reviewed the 2018 ADA Transition Plan Document. The Board unanimously (6-0) approved the 2018 Goal Update. Minutes from the TAB meeting are attached.
BACKGROUND:
The City of Naperville’s Transition Plan for Public Rights of Way and Sidewalks defines the City’s approach to establishing, maintaining and administering mobility and accessibility practices within the jurisdictional authority of the City of Naperville rights of way. The City’s first transition plan was approved in 1993. A major update was completed in 2012 to incorporate changes approved to the American’s with Disabilities (ADA) Act in 2010 pertaining to Standards for Accessible Design. The transition plan document is available on the City’s website.
The ADA Transition Plan for Public Rights of Way and Sidewalks includes a set of progress goals in Appendix D. Staff uses these goals to establish priorities for ADA work within the various City construction projects and programs. The plan calls for re-evaluation of the progress goals on a five (5) year interval.
DISCUSSION:
The goals identified in the 2012 plan prioritized ADA improvements at City-maintained signalized intersections. Since that time, improvements have been completed at most of the non-compliant traffic signal locations. Staff continues to implement ADA improvements at the remaining signalized intersections.
A new set of progress goals that incorporates the prioritization of ADA improvements at all-way stop controlled intersections was developed with the input of the Advisory Commission on Disabilities. An updated ADA Transition Plan document with these revised goals is attached. The document also includes minor revisions to reflect current contact information and replacement of outdated resource webpage links.
Members of the Accessibility Community Task Force (ACTF) spoke at the Transportation Advisory Board meeting. The ACTF requested that they be included in the review process for future updates. As the ACTF is not a codified City board, TAB and staff recommend that the ACTF provide their comments through the ACD. Staff added language to the public involvement section of the ADA Transition plan to provide notification of future revisions to the ACTF.
