BACKGROUND:

On January 17, 2017, City Council approved the award of Contract 16-353, Consulting Engineering Services for Soils and Materials Testing to Midland Standard Engineering (Midland) in the amount of $240,000. The Water Utilities, Transportation and Engineering Development Business Group and Department of Public Works employ the geotechnical services of Midland on various capital improvement projects, including sidewalk and curb replacements (MP004), street maintenance improvements (MP009) and water distribution system rehabilitations and replacements (WU04).

 

On June 6, 2017 City Council approved the award of Contract 17-129, South Central Interceptor Sewer Hardening and Protection Engineering Design to Strand Associates (Strand).  This contract included the following engineering services:

a)                     Provide field survey, tree inventory and hydraulic modeling services.

b)                     Perform design analysis for the sewer hardening and streambank stabilization.

c)                     Prepare engineering plans and contract documents to bid the construction portion of the project.

 

As part of their engineering work, Strand Associates determined that a geotechnical investigation is necessary to complete the final design of the various proposed streambank stabilization alternatives.  The geotechnical investigation will determine the suitability of the underlying soil conditions and recommend appropriate foundations to provide for the long-term stability of each location.  This geotechnical investigation work was not planned during the preparation of the Request for Proposals for Contracts 16-353 and 17-129.  However, this work is necessary to complete final design of Contract 17-129 as outlined above.

 

DISCUSSION:

This change order is requested to add funds to the Water Utilities portion of Contract 16-353 to perform a soils investigation related to the South Central Interceptor Sewer Hardening and Protection Engineering Design Project (Contract 17-129). Strand (vendor for Contract 17-129) and Midland (City’s soil consultant) both submitted cost proposals to the City to complete the geotechnical work.

Both vendors are qualified to complete the work; however, staff is recommending Midland, the vendor that submitted the lowest cost proposal.

 

FISCAL IMPACT:

Soil and material testing services are expensed to the engineering services and capital improvement accounts as described above and listed below. A total of $6,075,000 is budgeted for MP004, MP009 and WU04 in CY2018. An additional $5,000 is budgeted for soils testing and certification in the General Fund. The requested award is within budget.
