BACKGROUND:

The Electric Utility (Utility) requires the services of an electrical contractor that can provide labor and equipment necessary for work that cannot be completed by the Utility due to time and staffing limitations. The assistance from Meade Inc., allows the Utility to meet customer and Capital Improvement Program (CIP) deadlines as well as respond to emergent work.  To date Meade Inc. has completed work for the Utility, the Department of Public Works (DPW) and the Water Utility (WU).  This collaborative approach has benefited all three departments by providing additional trained and qualified resources in a timely manner.

 

The City Council awarded Contract 18-258 to Meade Inc. on December 18, 2018, for a two-year term from January 1,2019 to December 31,2020 with three extensions. Option year one was approved on November 4,2020 and option years two and three were approved on December 07, 2021. The purpose of this contract is to offset and augment the services provided by the Utility.

 

DISCUSSION:

The Utility has two remaining Capital Improvement Projects (CIP) that must be completed by the end of this fiscal year. Work to be completed includes:

                     Duct bank extension on Ogden Avenue from the IDOT storage yard to the Maserati dealership

                     Edward Hospital Substation expansion project

 

The duct bank extension will allow the utility to underground 7,000 feet of overhead primary conductor in future years CIP projects. The Edward Hospital Substation expansion project is customer funded work which will improve reliability to the hospital and allow the Utility to store a spare power transformer, reducing outage time in the event of a catastrophic transformer failure at the hospital.

 

This change order is requested in the amount of $1.5 million for the completion of work currently scheduled to be completed by the end of this fiscal year. In addition, money will be allocated for continued street light maintenance, under the direction of DPW.

 

This change order is requested in the amount of $1.5 million, which will allow this work to be completed by the scheduled deadlines as planned in the CIP.

Electric Utility Distribution is expensed to the below Infrastructure account. The electrical contractor is used to supplement staff on various capital projects. In 2023, the Electric Utility budgeted $15,096,000 for capital projects; the change order can be accommodated within the 2023 budget.
