BACKGROUND:
In April 2016, City Council awarded Contract 16-054, Flow Meter Maintenance, Flow Data Analysis and SSO Alarming Service, to ADS, LLC for an amount not to exceed $678,0640. The original contract is effective May 31, 2016 and runs through December 31, 2017, with two, three-year options for renewal.
The Water Utilities utilize this contract to provide flow monitor maintenance services, data hosting services and analytical reporting for 23 permanent flow monitors located throughout the City’s sanitary sewer system. Flow monitoring is one tool staff uses to detect, locate and prioritize corrective action to correct system deficiencies that contribute to sanitary overflows and basement backups.
DISCUSSION:
ADS provided excellent service during the first term of the contract and has agreed to renew the contract with no price increases for an additional three years. Staff recommends the extension of Contract 16-054 for the first option year. The term of the extension is January 1, 2018 through December 31, 2020. One, three-year contract renewal option remains open in this contract.

Flow meter maintenance is expensed to the professional services account listed below. A total of $252,000 is budgeted for flow meter maintenance contract in CY2018, the first of the three-year agreement. The remaining $426,060 will be budgeted appropriately in CY2019 and CY2020.
