BACKGROUND:

This contract is used by the Water Utilities for flow meter maintenance, flow data analysis, SSO alarming services and analytical reporting for 33 permanent and 10 temporary flow monitoring locations, five rain gauge locations and 20 SSO alarming sites thought out the City’s sanitary sewer system. The sanitary flow monitoring program is part of the City’s IEPA-required CMOM program and Ten-year Infiltration and Inflow program.

 

In April 2016, City Council approved the award of RFP 16-054, Flow Meter Maintenance, Flow Data Analysis, and SSO Alarming Service, to ADS, LLC for a 20-month term from May 1, 2016 through December 31, 2017. The contract includes two, three-year options to extend. Council approved the first option term on November 21, 2017.

 

DISCUSSION:

The vendor performed well during the first three-year option term. ADS has committed to hold pricing for the final three-year term to continue to strengthen the vendor/city partnership. The term of the second and final option is January 1, 2021 through December 31, 2023.

 

FISCAL IMPACT:

CIP: N/A

 

Flow meter maintenance is expensed to the operational service account listed below. A total of $302,000 is tentatively budgeted for flow meter maintenance contract in 2021, pending Council approval. The remainder of the award will be budgeted appropriately in subsequent years for the duration of the agreement.
