BACKGROUND:
In April 2025, the Transportation, Engineering, and Development Business Group (TED) issued RFQ 25-072, Streetscape Phase II Design Engineering, to select a shortlist of qualified and experienced consulting firms to provide engineering services for future Downtown Streetscape improvements. This shortlist is intended to provide the complex design of additional phases of streetscape improvements throughout the Central Business District (CBD) as identified in the adopted 2019 City of Naperville Downtown Streetscape Standards.
The 2019 Streetscape Standards identify approximately 65 block frontages that are eligible for streetscape improvements throughout the CBD. To date, the City has improved approximately 18 block frontages to the new standards. City staff have evaluated the remaining segments and prioritized various sections based on transportation and utility needs. Due to the complexity of these projects, the staff believes that having a professional engineering firm to provide detailed engineering designs is the best approach for future projects.
The selected firms will provide detailed plans for utility, pavement, stormwater, lighting, traffic signals, landscaping, and other improvements to be completed with the project. They will also facilitate public engagement and resident communication from concept to final design. These projects will aim to not just repair City assets but also improve pedestrian accessibility and maintain the vibrancy and vitality of the CBD.

A selection team comprised of staff from TED, Public Utilities - Water/Wastewater, and Public Utilities - Electric evaluated the responses, which were scored based upon the criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Proposer (50%)
2. Suitability and Quality of the Methodology (40%)
3. Milestones and Deliverables (10%)
After reviewing and scoring the responses, the selection committee invited the top six firms to attend interviews to confirm their experience and qualifications, including:

Per the RFQ document, future projects will be advertised to the shortlisted vendors via a Request for Proposals (RFP). Projects will be awarded based on qualifications and/or costs identified by the respective RFP. Proposals will be evaluated and scored on criteria and weights specific to each project. The City also retains the right to utilize the services of a successful firm for the construction engineering phase of a specific project. Selection will not be on a rotational basis.
The initial term of this contract will be five years from the date of award. This contract may be extended on an individual firm basis for an additional five-year term if the firm performs satisfactorily and provided there are no changes in the terms, conditions, specifications, or pricing structure unless mutually agreed to by the parties.
FISCAL IMPACT:
This award creates a shortlist of qualified vendors for future work. As a result, there is no direct financial impact associated with this award. Expenses are not incurred until project work is awarded to a vendor.
