BACKGROUND:
The Annual Action Plan (AAP) outlines how Community Development Block Grant (CDBG) funds will be spent in a Program Year and how these projects meet the objectives of the CDBG program and the Consolidated Plan.
The City Council adopted the CDBG Program Year 2018 (AAP) on March 6, 2018, following a required 30-day public comment period and public hearing. The Program Year 2018 awards were based on an estimated allocation of $425,000 plus approximately $52,000 in prior year rollover funds, for a total estimated CDBG budget of $476,617.
On May 1, 2018, the United States Department of Housing and Urban Development (HUD) released Naperville’s actual CDBG allocation for FY 2018. The allocation of $546,835 significantly exceeded the estimate used by the City to develop the Program Year 2018 AAP.
To make use of the additional funds, the City is proposing a Substantial Amendment to the Program Year 2018 AAP to include three new projects in the Program Year 2018 CDBG Budget.
DISCUSSION:
The AAP approved by City Council in March, 2018, included funding for 11 projects:
Affordable Rental Housing
• $128,721 to Illinois Independent Living Center ($65,275) and Naperville Elderly Homes ($63,446) for improvements to affordable rental apartments for senior citizens and persons with disabilities.
Homeless Housing and Supportive Services
• $60,500 to ChildServ ($17,750) and Serenity House ($42,750) to rehabilitate buildings providing transitional housing to abused/neglected teens and women recovering from substance abuse.
Public Services
• $47,000 to Loaves & Fishes Cares Program for emergency rent and utility assistance.
Public Facilities
• $68,481 to the Naperville Heritage Society ($39,260) and Naperville Park District ($29,221) to remove architectural barriers and improve ADA compliance at the Naper Settlement Museum and Naperville Riverwalk.
Special Needs Housing and Supportive Services
• $118,165 to Little Friends ($28,165), Turning Pointe Autism Foundation ($65,000), and United Cerebral Palsy - Seguin ($25,000) to rehabilitate and improve safety conditions at housing facilities for people with special needs.
Program Administration
• $53,750 for program administration.
In the event the final CDBG allocation was higher than the $425,000 estimated, the City Council consensus was to add funding to public service projects while still remaining within the 15% CDBG cap on public service activities. This results in the following additions to the CDBG Budget:
• An additional $13,000 added to the $47,000 awarded to Loaves & Fishes CARES Emergency Financial Assistance Program for a total of $60,000.
• $22,025 to DuPage PADS Olympus Place Supportive Housing Program.
However, even with this funding added, an additional $86,810 in CDBG funding remains unallocated. To quickly determine the best use for these funds, City Clerk’s Office staff surveyed the TED Business Group and the Department of Public Works and recommends the following three new projects for funding:
• Downtown Naperville Train Station ADA Improvements Phase II
$53,810 to the Department of Public Works to remove architectural barriers and improve ADA compliance by replacing the outdated handicapped entry door systems at the downtown train station. Phase 1 of this project was included in the PY 2017 Annual Action Plan and consisted of reconstructing existing curb cuts and ramps.
• Housing Needs Analysis/Affordable Housing Plan
$30,000 to City Clerk’s Office/TED to hire a consultant to perform a comprehensive analysis of all currently available housing data. The results would be used to better understand the housing market and future housing needs, such as the degree to which affordable housing demand exceeds affordable housing supply for seniors, those with accessibility issues, families with children with special needs, and low- and moderate-income income residents. This type of plan was included in the recommendations of the Analysis of Impediments to Fair Housing Choice (AI) and is required by the State of Illinois Affordable Housing Planning and Appeal Act.
• Sidewalk Assistance Program
$3,000 to TED to provide financial assistance to low and moderate-income households to pay for their portion of sidewalk replacement costs for damaged sidewalks identified by the City of Naperville.
These recommended funding allocations are included in the attached Substantial Amendment I to the Program Year 2018 Annual Action Plan.
The AAP is made available for public comment from Monday, May 21, 2018 to Tuesday, June 19, 2018. A public hearing on the AAP will be held at the regularly scheduled City Council meeting on Tuesday, June 19, 2018. Copies of the AAP are available at the City Clerk’s Office, public library branches, and on the City’s website.
