BACKGROUND:

On June 4, 2019, the City Council approved the award of RFQ 17-220 to Ciorba Group, Inc. as consultant to conduct the Phase 2 Design Engineering Services for the Downtown Washington Street Bridge Improvement project.  Council also adopted a resolution approving the Illinois Department of Transportation (IDOT) Local Agency Joint Agreement to secure federal funding and to agree to appropriate funds for the local agency share of the Phase 2 engineering design service cost.

 

DISCUSSION:

The current project scope includes the final design engineering services required to replace the three-span Washington Street Bridge with a two-span, post-tensioned bridge, as well as sanitary sewer, water main and electrical duct bank improvements.  The current scope has limited hours for utility coordination. In addition, some work, originally planned to be completed by subconsultant (AECOM), is now performed/completed by Ciorba group, requiring a shift of hours from the sub to the prime. 

 

Ciorba submitted a request for additional compensation as a result of the scope change. The work was primarily related to additional coordination, meetings, and design effort required for the relocation of an AT&T duct bank that was not clearly defined at the

end of preliminary engineering. The work also covers the additional effort on Ciorba’s part to complete the work that was to be performed by AECOM for structural peer review and roadway constructability and QA/QC review. Staff from AECOM that had been assigned this work has since left the company.  AECOM has agreed that the unused AECOM fees will be utilized by additional tasks to be performed by Ciorba. Additional minor tasks include the extension to retaining walls on the southwest and northwest corners of the bridge, modifications to utility plans, as well as additional effort for plan and profile, maintenance of traffic and traffic signals.

 

The cost of the extra work is $35,936.70. The project received federal funding to cover 80% of the cost. Since 80% of the engineering services costs are eligible for federal funding through the IDOT STP-BR program, the City is requesting $28,749 in additional federal funding. IDOT will reimburse the City for $28,749. The City’s share of the additional cost will be $7,188.  An Amendment to the IDOT Local Agency Joint Agreement is required to increase the available STP-BR funds for this project.

This work is related to BR031, Downtown Washington Street Bridge Rehabilitation, for which $1,930,000 was budgeted for in 2021.  The requested change order is within the budgeted amount for this expense.
