BACKGROUND:

The Chief Procurement Officer awarded Contract 17-220 to Ciorba Group on July 26, 2018. The purpose of this contract is to have Ciorba perform special feature inspections for the Downtown Washington Street bridge as requested by Illinois Department of Transportation (IDOT) till the traffic moves to new bridge.  The construction was anticipated to start in early 2020. However, due to the delay of the construction, six change orders have been added to extend the contract in order for Ciorba to continue performing the inspections. During Stage 1 of the construction, all traffic will be shifted to the west side of the bridge and east half of the bridge will be demolished.  The inspection is required by IDOT to continue for the west half of the bridge till the east side of the bridge is replaced and traffic shifted to the new bridge.

 

 

DISCUSSION:

This change order is requested to add additional funds for inspections till April 2024 and update pavement marking and traffic control plans as required by IDOT based on the inspection results.

Inspection services for the Washington Street Bridge are associated with CIP # BR031. The work for this portion of BR031 is budgeted in the below Architect and Engineer Services account. There is a budget of $623,000 for Architect and Engineering services associated with BR031 in 2023, the requested award of $25,000 is within budget.
